- In a large pot, warm the oil over medium-high heat. Add the onion, carrots, celery, and a big pinch of salt and cook until the onions are translucent. Add the bell pepper. Cook for 2 minutes.
- Add the garlic, jalapeño pepper, chili powder, and oregano and cook for 1 minute. Add the quinoa, beans, potato, salt, and water. Cook covered, stirring occasionally for 15 minutes.
- Add the tomatoes and give it a good stir. Taste and adjust the seasoning with additional salt if needed.
- Garnish with cilantro and scallions.
