  1. Mince or press the garlic, then let it rest for 5 minutes to mellow and develop flavor.
  2. Position an oven rack so the pan will sit 5–7 inches below the broiler. Preheat the broiler on High and place a dry, oven-safe stainless steel or cast-iron skillet on the rack to heat for about 10 minutes.
  3. Pat the tuna steaks dry. Season both sides with sea salt and black pepper, then rub with about 2 tablespoons of the lemon juice.
  4. Using oven mitts, carefully remove the hot pan, place the tuna steaks in the pan, and return it to the broiler. Broil until the outside is just browned but the centers are still rosy, about 2–3 minutes total for 1-inch-thick steaks (no need to flip).
