Directions
- Heat olive oil in a large pot over medium heat.
- Add fennel, onion, shallots, and salt. Sauté until the onion is translucent, about 10 minutes. Add garlic and red pepper flakes, and sauté for 2 more minutes.
- Stir in tomato paste. Add diced tomatoes with their juices, wine, fish stock, and bay leaf. Cover and bring to a simmer. Reduce heat to medium-low and simmer for about 30 minutes.
- Add clams and mussels to the pot. Cover and cook until they begin to open, about 5 minutes. Add shrimp and salmon, and simmer gently until cooked through and clams are fully open, about 5 more minutes. Remove bay leaf and discard any unopened clams or mussels.
