Directions

  1. Cook the brown rice according to the package instructions. Preheat the oven to 350°F.
  2. Cut two pieces of tin foil large enough to wrap the fish. Place each piece of tilapia in the center of the foil and brush with olive oil. Season with pepper and lemon zest.
  3. Squeeze lemon juice over the fish, then top with minced garlic and herbs. Wrap the fish completely in the foil.
