  1. In a Dutch oven or large skillet over medium heat, cook the bacon until lightly crisped. Add the onion, celery, and garlic, seasoning with salt and pepper. Mix in the chili powder, adjusting to taste. Cook until the onion softens, about 5 minutes.
  2. Add the ground beef, breaking it up with a wooden spoon, and cook until browned, about 5-10 minutes. Stir in the tomato paste, crushed tomatoes, chicken stock, and thyme.
  3. Bring to a boil, reduce to a simmer, cover, and cook for 5 minutes. Uncover, remove thyme sprigs, stir in the pasta, and simmer for 15 minutes or until the pasta is cooked and the sauce thickens, stirring occasionally.
  4. Stir in the milk, Parmesan cheese, and basil. Adjust seasonings to taste and serve with additional basil for garnish.
