  1. Preheat oven to 350 degrees F. Heat a skillet over medium heat. Add the ground beef, bacon, onions and garlic and cook until beef is no longer pink in the center. Season with salt and pepper and drain. Add the tomatoes and stir. Lay the collard leaves in a casserole dish and spoon the beef mixture on them. Carefully roll the collards and lay them seam side down in the dish. Sprinkle with water and cover with foil. Bake for 15-20 minutes, until collards are tender and serve.
