  1. In a large saucepan, bring the water, milk, and salt to a rolling boil. Slowly stir in the oats, ensuring the liquid continues to boil. Stir for 1 minute, then reduce heat to simmer and cover the pan.
  2. Simmer for 30 minutes, stirring every 10 minutes. Meanwhile, cook the bacon in a separate pan and set aside.
  3. Once the oatmeal reaches the desired consistency, stir in the shredded cheese, parsley, and all but 1 tablespoon of the bacon. Add pepper to taste.
  4. Top each serving with the reserved crumbled bacon.
