- Cook the brown rice according to package instructions and set aside.
- In a large pot, bring the vegetable broth and water to a boil. Add the cauliflower and boil for about 10 minutes until tender. Drain and transfer the cauliflower to a blender or food processor.
- Puree the cauliflower, adding milk or extra vegetable broth to achieve a smooth, creamy consistency. Season with salt.
- Pour the cauliflower puree over the cooked rice and stir to combine.
- In a large nonstick skillet, melt the butter over low heat and add the minced garlic. Sauté until the garlic is very fragrant, about 3-5 minutes.
