- Peel the shrimp, reserving the shells. In a saucepan, combine the water, shrimp shells, bay leaf, peppercorns, and orange peel. Simmer gently for 15 minutes, then keep warm.
- Warm the olive oil in a heavy pot over medium heat. Add the onion, leek, fennel, and a pinch of salt. Cook, stirring occasionally, until tender but not browned, about 15–20 minutes.
- Stir in the garlic and cook until fragrant, about 30–60 seconds. Add the tomatoes and wine. Bring to a boil and cook until the wine is reduced by about half.
- Strain the shrimp stock into the pot. Stir in the thyme, marjoram, saffron, and cayenne, and simmer gently for 10 minutes.
- While the broth simmers, scrub clams and mussels under cold water and debeard the mussels, discarding any with cracked shells.
- Add the salmon and cod to the simmering broth. After 2 minutes, add the mussels and clams. After 2 minutes more, add the shrimp.
- Simmer just until the shrimp are opaque and the shellfish open, 2–3 minutes longer. Discard any shellfish that do not open and season the broth with additional salt to taste.
- Remove from heat and ladle into warm bowls. Garnish with chopped reserved fennel fronds and serve immediately.
