- Preheat the oven to 400°F. Line or lightly coat 2 large baking sheets with nonstick spray.
- Place 1 cup of the semisweet chocolate chips in a microwave-safe bowl and microwave in 20–30 second bursts, stirring between each, until just melted. Stir in the vegetable oil until smooth and let cool slightly.
- In a large bowl, beat the egg whites with an electric mixer to soft peaks. Gradually beat in 1 cup of the sugar until the mixture looks like soft marshmallow creme.
- In a separate bowl, whisk together the remaining 1 cup sugar, cocoa powder, cornstarch, and salt. With the mixer on low, beat the dry mixture into the meringue until combined.
