  1. Preheat oven to 350 degrees F. Heat a skillet over medium heat and add the olive oil. Add the cauliflower, onions, and garlic and cook until soft. Add the beef, stir and cook until no longer pink. Add the tomato sauce and stir. Lay the cabbage leaves on a flat surface and spoon the filling in the center. Roll them up and carefully transfer to a casserole dish. Sprinkle with water and cover tightly with foil. Bake for 30 minutes and serve.
