  1. Allow the cream cheese to soften. Melt the butter and drain the oranges, reserving the syrup.
  2. Preheat the oven to 375°F and position the rack in the middle.
  3. Mix the allspice and half of the granulated sugar in a small bowl.
  4. Cover the phyllo with plastic wrap and a damp towel. Place one phyllo sheet on a baking sheet, brush with butter, and sprinkle with spiced sugar. Repeat for two more layers, then top with the last phyllo sheet and brush with the remaining butter.
  5. Bake for 12 to 15 minutes until golden. Remove from the oven and let cool.
  6. Blend the cream cheese, lemon juice, vanilla, 2 tablespoons of orange syrup, and the remaining sugar in a food processor until smooth. Fold in the oranges.
  7. Break or cut the phyllo into 12 pieces. Layer the phyllo with orange cream to make napoleons, and dust with powdered sugar.
