- Preheat the olive oil in a large pot over low-medium heat. Thinly slice the scallions, coarsely chop the tomatoes, and scrub and de-beard the mussels.
- Add the garlic to the olive oil and saute until fragrant, about 1 minute. Add the wine and saffron and simmer for 5 minutes, then add the scallions, tomato, and lemon juice and let simmer for 5 minutes.
- Add the mussels and cover, steaming them until they open, about 5-7 minutes. Shake the pot, holding down the lid with a kitchen towel, to redistribute the mussels. Discard any mussels that do not open.
- Divide the mussels into eight bowls, then distribute the broth equally among the bowls and top each bowl with fresh chives. Enjoy!
