  1. Preheat the olive oil in a large pot over low-medium heat. Thinly slice the scallions, coarsely chop the tomatoes, and scrub and de-beard the mussels.
  2. Add the garlic to the olive oil and saute until fragrant, about 1 minute. Add the wine and saffron and simmer for 5 minutes, then add the scallions, tomato, and lemon juice and let simmer for 5 minutes.
  3. Add the mussels and cover, steaming them until they open, about 5-7 minutes. Shake the pot, holding down the lid with a kitchen towel, to redistribute the mussels. Discard any mussels that do not open.
  4. Divide the mussels into eight bowls, then distribute the broth equally among the bowls and top each bowl with fresh chives. Enjoy!
