  1. Warm a large skillet or Dutch oven over medium-high heat. Add the ground beef and cook, breaking it up, until browned with no pink remaining, about 5 minutes. Drain excess fat and set the beef aside.
  2. Return the skillet to medium heat and add the olive oil. Stir in the chopped red bell pepper and carrots; sauté until just tender, about 5 minutes.
  3. Add the browned beef back to the skillet. Stir in the basil, oregano, canned tomatoes, water, chicken broth, Worcestershire sauce, and taco seasoning. Season lightly with salt and pepper.
  4. Bring the mixture to a lively simmer over medium-high heat. Stir in the macaroni, cover, reduce heat to medium, and cook, stirring occasionally, until the pasta is al dente and most of the liquid is absorbed, 8–10 minutes.
  5. Taste and adjust with more salt and pepper if needed. Sprinkle the cheddar over the top, cover until melted, then serve hot.
