  1. Heat a large skillet or Dutch oven over medium-high. Add the ground beef and cook, breaking it up, until browned with no pink remaining, about 5 minutes. Drain excess fat and transfer the beef to a bowl.
  2. Return the skillet to medium heat and add the olive oil. Add the chopped red bell pepper and carrots; cook, stirring occasionally, until just tender, about 5 minutes.
  3. Return the browned beef to the skillet. Stir in the basil, oregano, diced tomatoes, water, chicken broth, Worcestershire sauce, and taco seasoning. Season lightly with salt and pepper.
  4. Bring to a lively simmer over medium-high heat. Stir in the macaroni, cover, reduce heat to medium, and cook, stirring occasionally, until the pasta is al dente and most of the liquid is absorbed, 8–10 minutes.
