  2. Add 2 cups of boiling water, potatoes and carrots to pot and cook for 15 mins
  3. Add fish and cook 8mins on low
  4. Add milk mixture and spices
  5. mix butter and flour in sperate bowl. Then add to soup and heat until thickened slightly.
