  1. Heat the oil in a large heavy pot over medium heat. Add the diced onion and cook, stirring, until translucent, about 3–4 minutes.
  2. Stir in the garlic, then add the celery and both bell peppers. Sauté until the vegetables begin to soften, 3–5 minutes.
  3. Add the crushed tomatoes, vegetable broth, oregano, basil, thyme, paprika, smoked paprika, cayenne, bay leaves, hot sauce, soy sauce, salt, and black pepper. Stir in the rice to submerge evenly.
  4. Bring to a boil, then reduce to a gentle simmer. Cover and cook, stirring occasionally to prevent sticking, until the rice is tender and most of the liquid is absorbed, about 35–45 minutes. Add a splash of water or broth if the pot looks dry before the rice is done.
  5. Fold in the chickpeas, kidney beans, and white beans. Simmer uncovered just until heated through, 1–3 minutes, then taste and adjust seasoning as desired.
  6. Remove and discard the bay leaves. Serve hot, topped with chopped parsley and scallions.
