  1. Bring a pot of salted water to a boil.
  2. Finely chop the onion and soak in cold water for 10 minutes, then drain. Discard cauliflower stems and slice florets into 1/4-inch pieces. Discard outer leaves of cabbage and slice the remaining leaves into 1-inch pieces. Separate endive leaves and cut into 1/2-inch diagonal pieces.
  3. Blanch the cauliflower in boiling salted water for 30 seconds, then transfer to ice water to stop the cooking process. Drain well.
  4. In a large bowl, whisk together the mustard, vinegar, cream, salt, and white pepper until well blended.
  5. Add the blanched cauliflower, cabbage, and onion to the dressing. Toss to coat and season with additional salt and white pepper as needed.
