- Heat half of the olive oil over medium heat in a 3-quart heavy saucepan. Cook the white parts of the scallions and mustard seeds, stirring frequently, until the scallions are softened, about 1 to 2 minutes.
- Add the rice to the pan and cook, stirring, for 1 minute. Add water (amount as indicated on the rice package directions), salt, and bring to a boil. Cook over low heat, covered, until the rice is tender and water is absorbed, about 15 minutes. Remove from heat, fluff rice with a fork, and let stand, covered, for 5 minutes.
