  1. Chop the garlic, chives, and tarragon.
  2. Peel the potatoes and cut into cubes.
  3. In a 10-inch nonstick skillet, bring the potatoes, water, olive oil, garlic, 1/2 teaspoon of salt, and 1/4 teaspoon of pepper to a simmer. Cover and briskly simmer, shaking the skillet occasionally, until the potatoes are tender, about 10 to 12 minutes.
  4. Remove the lid and cook, stirring gently, until most of the water has evaporated and the potatoes are glazed, 1 to 2 minutes more. Stir in the chives and tarragon.
