  1. Preheat the oven to 400°F. Prepare a large sheet of foil for each serving.
  2. In a blender, combine the green chiles, cilantro, olive oil, salt, oregano, onion powder, and lime juice. Blend until slightly chunky, about 10-20 seconds.
  3. Slice the bell peppers into thin strips.
