- Mince the garlic and finely chop the onion, carrot, and celery.
- In a large bowl, combine half of the onion and half of the garlic with the breadcrumbs, Parmesan, oregano, pepper, and 1/2 teaspoon of the salt.
- Stir in the milk, then add the ground beef and egg. Mix gently until just combined; do not overwork. Chill if time allows.
- Set the pressure cooker to Sauté. Add olive oil, the remaining onion, and remaining garlic; cook until fragrant, about 2 minutes.
- Add the carrot and celery; sauté 2–3 minutes. Stir in the canned tomatoes, water, and the remaining 1/2 teaspoon salt; bring to a simmer.
- Form meatballs using a tablespoon for even size and gently place them into the sauce in layers without stirring.
- Lock the lid. Cook at high pressure for 5 minutes. Allow a 10-minute natural release, then carefully quick-release any remaining pressure.
