  1. Mince the garlic and finely chop the onion, carrot, and celery.
  2. In a large bowl, combine half of the onion and half of the garlic with the breadcrumbs, Parmesan, oregano, pepper, and 1/2 teaspoon of the salt.
  3. Stir in the milk, then add the ground beef and egg. Mix gently until just combined; do not overwork. Chill if time allows.
  4. Set the pressure cooker to Sauté. Add olive oil, the remaining onion, and remaining garlic; cook until fragrant, about 2 minutes.
  5. Add the carrot and celery; sauté 2–3 minutes. Stir in the canned tomatoes, water, and the remaining 1/2 teaspoon salt; bring to a simmer.
  6. Form meatballs using a tablespoon for even size and gently place them into the sauce in layers without stirring.
  7. Lock the lid. Cook at high pressure for 5 minutes. Allow a 10-minute natural release, then carefully quick-release any remaining pressure.
  8. Meanwhile, bring a large pot of salted water to a boil and cook the spaghetti until al dente. Drain well.
  9. Open the cooker, gently stir the meatballs and sauce, and adjust seasoning to taste. Toss the spaghetti with the sauce and meatballs, or serve the sauce and meatballs over the pasta.
